Russel Viloria
President
Russel holds a BS degree in Civil Engineering from MIT in 1990 and is a Registered Professional
Civil Engineer in the Philippines. With over 34 years of experience in project, construction, contract,
health, and safety management, he currently works as a Project Manager at San Bernardino County's
Department of Public Works, Special Districts - Project Management Division here in Southern
California. Before that, he was a Senior Project Manager at Exbon Development, Inc. located in
Garden Grove, California, and a Project Engineer/Manager at ExxonMobil Corporation in Saipan,
Northern Mariana Islands. He has managed multi-million-dollar projects with YCO Corporation,
AIC Marianas, PAC United Corporation, and Kin Hup Seng Construction in Kuala Lumpur,
Malaysia. Russel was a previous member of Saddleback Church in Eastvale, California, and spends his
free time hiking with his wife. He has received numerous awards, including the Exxon Mobil Safe
Cracks Champion in Australia and the Presidential Award from the Marianas Filipino Association of
Engineers and Architects. Russel and his wife Grace live in Chino, CA with their only child, Grazelle
Mae.
Roderick Dela Cruz, PE, MBA
Vice President
Deric graduated from MIT in 1990 with a BS degree in Civil Engineering. He won the TOM Award for Civil Engineering in 2015. He obtained his California Professional Engineer registration in 1999 and his MBA degree from University of Redlands in 2002. Derick is a Senior Engineering Manager with Southern California Edison and is responsible for the development and execution strategies to address risks associated with earthquake hazards and impacts of climate change. He had written several technical papers on dam engineering, dam remediation and earthquake studies and has been frequently invited to give presentation, training, and lectures in the US and the Philippines. Derick participates in the development and writing of Civil-PE exams in the State of California. His other accomplishments and awards include 2014 Presidential Award for Filipinos overseas, Bulacan’s -Dangal and Lipi award, and FASAE- Outstanding Filipino-American award.
Janiña Lyka Baiza

Janiña graduated from MIT in 2013 with a BS degree in Civil Engineering. She has obtained a professional designation of Engineer-in-Training (EIT) and is currently working her way to become a licensed Professional Engineer (PE). In addition, she is also a Church Choir Member for VOX Kapelle. Her professional experience includes being a Project Manager at KPFF Consulting Engineers, and as a Civil Design Engineer in UNIPLAN Engineering, Inc. as her previous job. Her skillset includes MS Office, CAD, and Civil3D. Janiña’s interests and hobbies include outdoor activities such as hiking and camping, and purposely engaging in outreach and volunteer works.
Roald John Bueno

Roald graduated from MIT in 2012 with a BS degree in Electronics and Communications Engineering. Currently, Roald is working as an e-Discovery Analyst in AbbVie Inc. Roald specializes in the field of Technology, Digital Forensics, and e-Discovery. In his spare time, he loves to travel with his wife, Charie.
Jesse San Miguel
Treasurer
Jesse graduated from MIT in 2001 with a BS degree in Mechanical Engineering. He was a Registered Mechanical Engineer in Philippine’s Professional Regulation Commission (PRC). He obtained his Master of Business Administration and Management degree in California University of Business and Technology, Hacienda Heights. Currently working as an Environmental Compliance Inspector in the City of Los Angeles, his past professional experience includes working as a Project Engineer II in GlobalASR Consulting Inc., a Sales Engineer in Grima International Inc., and as a Quality Control Engineer in Panasonic Manufacturing Philippines Corporation. He is a volunteer for the Couples for Christ, and he is serving as a Household Head. His skillset includes MS Office, measurement skills, 5S of LEAN, and HAZMAT. His interests and hobbies includes biking, swimming, billiards, darts, bowling, traveling, and gardening. Jesse is married to Len, and together, they have 4 children.
Joel Hornilla

Joel Ocampo Hornilla was a graduate of Mapua High School in 1983. He migrated to USA in 1984. He have worked in various companies throughout the years. He was married to Gemma Guerrero Gutierrez with two children, Dominic Augustine and Francesca Rae. Currently, he is working for the City of Hope as the IT Manager BI/Analytics Reporting. He enjoys mountain biking, basketball and golf as a hobby. He is a professional photographer for events. He was the Team Captain for the SCMA Mapua Basketball League in the past.
Berwyn Salazar
Business Manager
Berwyn graduated from MIT with a BS degree in Computer Engineering in 1992. He is currently the Principal of Global ASR Consulting, Inc. and was previously a Senior Project Manager at TRC Solutions Inc., and Project Manager at Tetra Tech. Berwyn is currently serving as the Interim Secretary of the Transportation Business Advisory Council (TBAC) of Los Angeles Metropolitan Transportation Authority (LA Metro), Vice-President of the Filipino American Society of Architects and Engineers - Southern California Chapter and a Environmental Commissioner for the City of Carson.
Ed De Mesa
Public Relations Officer
Ed graduated from MIT in 1990 with a BS degree in Electronics and Communications Engineering. He obtained his MBA degree from California International University in 2010. Ed worked with more than ten hospitals in the Philippines, Republic of Marshall Islands, and in Guam USA as Systems Analyst who developed Hospital Integrated Information System. He is also the Founder and Executive Director of the Josiah Zion Foundation, a non-profit organization registered in the state of California, that conducts Adopt-A-School program in several schools in the Philippines to support children with disabilities, and those with exceptional talent in arts, music, math, and sciences. His charitable organization also performs humanitarian outreach through medical and dental missions for calamity victims, senior citizens, and less fortunate individuals. The foundation also establishes livelihood programs for the indigent families. Ed is a tennis enthusiast, and he is now the Vice President of the Echo Park Tennis Club in Los Angeles.

Roland Allen Madrazo
Auditor
Allen graduated from MIT in 2013 with a BS Degree in Civil Engineering. He is currently a certified EIT aspiring to be a licensed Professional Engineer. Allen is bringing forth almost a decade of domestic and international experience in heavy civil construction projects providing office and field experience in Project Management and Construction Quality Control. Allen has worked in projects in Guam, Diego Garcia, and currently working as a consultant for the Westside Purple Line Extension project in Los Angeles. Outside from work, Allen is a big and avid sports fan especially in soccer. He also enjoys music and loves going to concerts supporting the local artists around the area. One recent hobby that Allen discovered is snowboarding which he enjoys going to the mountains every winter season.

Cecilia Lopez-Brod
Cecille, a former SCMA President from 2019 to 2020, graduated from MIT in 1970 with a BS degree in Chemistry. Her professional experience includes working in C.B. Machine Products, Inc., as a VP/Treasurer, in Applied Solar Energy Corp. as a QAE/QA Manager, and in International Rectifier as a Senior Product Engineer. As a volunteer, Cecille is a member and former President of St. Paul College Parañaque Alumni Association, and she is also a member of Holy Name of Mary Filipino Association. Cecille is very technical and highly skilled in using Microsoft Office Suite. Her interests and hobbies includes traveling, golfing, baking, and cooking. Cecille is married to Carl, and together, they have 2 children and 5 grandchildren.
Glee Quinoveva Quiaot
Glee graduated from MIT in 1974 with a BS degree in Chemical Engineering. She is the former President of SCMA from 2017 to 2018. Currently a retiree, her past professional experience includes working for the Los Angeles County departments of Board of Supervisors and Health Services. She volunteers as a Lector at Nativity Catholic Church in Torrance, California. In addition, she is the President (since 2012) of her hometown association: Caoayan Association of California. Her interests and hobbies include real estate sales, writing, succulent arrangements, kit-aided painting and sight-seeing. Glee is married to Tino Quiaot, and together, they have 2 children, and 3 grandsons.
Dan Nable
Dan graduated from MIT in 1971 with a BS degree in Mechanical Engineering. Dan served as President of SCMA from 2015 to 2016 and as Corresponding Secretary from 2000 to 2014. He obtained approval from the IRS for SCMA to become a 501(c)(3) organization. He provided procedures on government filings in a timely manner. He was also instrumental in documenting operational procedures. Dan obtained his MS Management degree from Northrop University in June 1982 and has a Systems Engineering Certificate from the California Institute of Technology in 2008. He retired from The Boeing Company, Space Division after 34 years. He is married to Melanie for 46 years. They have two sons, Jason and Tim and four grandchildren.
Joey Uy, PE, TOM '78
Joey graduated from MIT in 1975 with a BS degree and from UP in 1979 with an MS degree, both in Chemical Engineering. He was President of SCMA in 2013-2014 and won the TOM Award for Alumni Service in 2008. He is a Registered Professional Engineer in the State of California. Joey started his career at MIT as ChE-CHM Faculty Member from 1976 to 1990, teaching Unit Operations, Kinetics, Thermodynamics, Statistics, and Engineering Economics, among others. He was the first MIT EDPITAF scholar. While pursuing his PhD, he taught Plant Design and Kinetics at the UP College of Engineering. He also worked at Colgate Palmolive Philippines from 1978 to 1981 as R&D Foreman. Currently, Joey is working at the City of Los Angeles, Department of Public Works, Bureau of Sanitation, Industrial Waste Management Division, as Associate Environmental Engineer.

Tony V. Ballesteros, PE, TOM '04
Tony graduated from MIT with a BS degree in Electrical Engineering in 1961 and Mechanical Engineering in 1964. Tony also graduated with an Advanced Management degree from Wayne State University and University of Michigan. He was President of SCMA in 2011-2012 and received the TOM Award for Electrical Engineering in 2004. Tony received his Professional Engineer registration in the Philippines, Michigan, Florida and California. He was the Principal at Ballesteros and Associates and worked as Vice President at Pacific International Engineers, as Project Engineer at Cohen & Kanwar Inc., as Electrical Engineer at Ford Motor Company, and as Vice President and Director of Electrical Engineering at Hoyem Basso Associates. Tony’s volunteer work included Eucharistic Minister and Lector at St. Robert Bellarmine Catholic Church, Faithful Navigator 4th degree at Knights of Columbus. In his free time, Tony loves to travel and play golf.
Joe Rigonan, Jr, PE
Joe graduated from MIT in 1961 with a BS degree in Mechanical Engineering. He was President of SCMA in 2009-2010, and was a past president of FASAE. He received his Professional Engineer registration in the States of California and Hawaii. Joe has extensive experience in engineering and construction of HVAC, piping, hazardous waste treatment, and tunnel ventilation systems. He has worked as a Sr. Mechanical Engineer at Electron Dynamics where he received special awards for energy savings suggestions, and at Anil Verma Associates. He is a member of ASHRAE. Joe has a special skill in investing and manages his Family Trust accounts. Among Joe’s hobbies are gardening and photography. Joe lives with his wife Erlinda and together they have a daughter, Leslie Dana, a son Joseph III and two grandsons, Dylan and Drew.
Rick Guanio, TOM '09
Rick graduated from MIT in 1977 with a BS degree in Mechanical Engineering. He is currently a member of SCMA’s Board of Advisers, and has served as SCMA’s President from 2007 to 2008. Rick is also a recipient of The Outstanding Mapuan Alumni Service award in 2009. Rick is a Registered Mechanical Engineer. He is a Senior Project Sales Engineer in Xylem Water Solutions, and his past experience includes working as an Engineer in Guam Waterworks Authority, a Sales Engineer at both Jardine Davies Nell Corporation and Edward Keller Phils. Rick volunteers at Xylem Watermark, Mamburao Association, Nueva Ecija Association, and NAMA Guam. Rick is a skillful guitar player, and his interests and hobbies include golfing and cooking. Rick has also been awarded a scholarship by Japan MITI under AOTS in 1987 and 1988.
Tino Quiaot, PE
Tino graduated from MIT in 1972 with a BS degree in Civil Engineering and is a licensed Professional Civil Engineer. Tino served as SCMA’s President in 2005 to 2006. He is the Owner/Principal of FVQ Engineering, an engineering consulting firm. He is also currently a Board of Director Member for the Caoayan Association of California. In his free time, he loves to play poker.
Rudy de Torres, TOM '05
Rudy graduated from MIT with a BS degree in Mechanical Engineering in 1968. He was President of SCMA in 2003-2004 and received the TOM Award in Mechanical Engineering in 2005. Rudy received his registration as Professional Engineer in 1972. After retirement an engineer, Rudy is a General Partner at RL Prime Commodities and Company. Rudy is active in Mapua organizations. He is a trustee of the Foundation of Outstanding Mapuans Incorporated (FOMI) and the treasurer of the National Association of Mapua Alumni (NAMA). Mentoring and organizing are among Rudy’s skills. In his spare time, Rudy loves traveling, singing and ballroom dancing. Rudy resides in the Philippines with his wife Lucy. They have two children, six grandchildren and two great grandchildren.
Nene Umali-Irlandez, TOM '10
Nene graduated from MIT in 1967 with a BS degree in Chemical Engineering. She was President of SCMA in 1997-1998 and received the TOM Award for Alumni Service in 2010. Nene worked for Wesson Oil and Monsanto Chemical as a Process Engineer and at Riverside Mills Corporation as Special Assistant to the Senior Vice President. A devout Catholic, Nene has been intimately involved with her church at Holy Name of Mary in San Dimas, serving over the years as Mass Coordinator, Lector, Eucharistic Minister, Greeter, and member of the Pastoral Council, and member of the Campaign Committee and Music Ministry. Nene’s skills include handling of financial accounts and managing volunteers. She is married to Horacio Irlandez, a former SCMA officer. They have two daughters, Karen and Michelle, and one grandchild, Camden.
Pert A. Arca, PE, TOM '01
Pert graduated from MIT with a BS degree in Civil Engineering and is currently registered as a Professional Civil Engineer. He was President of SCMA in 1995-1996, and is a recipient of The Outstanding Mapuan (TOM) Awards for Professional Entrepreneurship in 2001. Pert is the President and CEO of P. A. Arca Engineering, Inc His past professional experience includes working in Los Angeles Unified School District as an Associate Civil Engineer and being a Project Engineer in Pacific Equipment Corporation. He is fond of doing gardening, bowling, target shooting, camping and traveling.
